Major Motoko Kusanagi is a member of the “Shell Squad”, officially known as Public Security Section 9, and which becomes involved in investigating the mysterious “Puppet Master”, an internationally wanted hacker hacking into human brains to manipulate their memories and control their actions and whose own identity remains a mystery.
